Prohibited Benefits
Offers must not include benefits related to:
1. Illegal and Criminal Activity

Criminal Activity:
- Incitement or encouragement of hate, violence, racism, or religious intolerance.
- Promotion or facilitation of illegal activities, including fraud, the sale of dangerous or prohibited goods, and unlawful violence.
- Propaganda or glorification of illegal violence or causing physical harm to people or property, especially towards any group based on race, religion, disability, gender, sexual orientation, national origin, or other immutable characteristics.
- Materials containing incitement to illegal operations, such as e-books describing methamphetamine production.

Stolen Goods and Fraudulent Services:
- Stolen goods, including digital and virtual goods.
- Fake certificates, services for providing identification documents, and equipment intended for telecommunication manipulation (e.g., jammers).

Fraud, Deception, and Misinformation:
- False representation with the intent to mislead.
- Dissemination of false or misleading information, especially related to health, civil processes, or financial fraud.
- Phishing, scams, or any actions aimed at fraudulently obtaining personal information.
- Deceptive marketing practices, including:
- Evading payment chargeback monitoring programs.
- Fake endorsements or services that facilitate fraud.
- Ponzi schemes, chain letters, and other financial frauds.
- “Get rich quick” schemes or unrealistic promises of high returns with minimal effort.
- Deceptive business practices using fake reviews, aggressive sales tactics, or false endorsements.
2. Weapons, Drugs, and Hazardous Substances

- Weapons, firearms, ammunition, and explosives.
- Includes components such as firing mechanisms, magazines, clips, conversion kits, 3D-printed weapons, and improperly labeled replicas.
- Includes items like pepper spray, stun guns, swords, katanas, machetes, and disguised knives.
- Includes lock-picking devices.
- Hazardous materials, including:
- Toxic, flammable, combustible, or radioactive substances.
- Dangerous chemicals and biological substances, such as cyanide, hydrofluoric acid, nitric acid, peptides, and research chemicals.
- Prohibited substances that deplete the ozone layer (ODS) and bacterial cultures containing E. coli.
- Flammable materials such as batteries, pyrotechnics, and refrigerants.
- Weapons, firearms, ammunition, and explosives.

- Drugs, controlled substances, steroids, and drug paraphernalia.
- Prescription drugs and regulated medical devices without the proper licensing (including contact lenses).
- Cannabis and related products:
- Includes CBD products exceeding permissible THC levels.
- Hydroponic equipment and other tools for growing or producing marijuana.

- Cigarettes, tobacco products, electronic cigarettes, and liquids for them.
3. Financial and Personal Data

Unlicensed Financial and Legal Services:
- Unlicensed financial services, including:
- Binary options, payday loans, and unsecured loans.
- Cryptocurrency exchanges, mining equipment, and high-risk securities (e.g., Contracts for Difference (CFD), spread betting, and forex options).
- Selling insurance (life and others) without the proper license.
- Money transfer and remittance services, banking structures without a physical presence, and unlicensed e-wallets or electronic money services.
- High-risk investment opportunities or services promising unrealistic returns.
- Debt settlement, credit protection, and identity theft protection services.
- Money transfers, traveler's checks, and currency exchange services provided by non-financial institutions.
- Currency, stocks, securities, stamps, precious metals, and items made from them.

- Unauthorized publication of personal data, including:
- Full names, images, contact information, financial, and medical data.
- Any information that can identify a person without their consent.

- Activities related to offensive statements or hate speech based on immutable characteristics.
- Dehumanization, humiliation, or negative portrayal of people based on race, gender, religion, or similar traits.

- Business models using practices similar to extortion or blackmail.
- Discriminatory and offensive materials, such as propaganda for Nazism, racism, or ethnic superiority.

- Books, magazines, audio, video, websites, and streaming services considered offensive or of a sexual nature.
- Fetish products and adult items.
- Entertainment establishments such as gentlemen’s clubs, strip clubs, nightclubs, and sexually oriented massage parlors.
- Dating sites with content explicitly implying intimate services, and escort agencies.
- Any content created by AI that fits these criteria.
5. Intellectual Property Violations
- Intellectual Property Violations:
- Counterfeit products, replicas, or intentional violations of intellectual property rights.
- Products or services that facilitate unauthorized use of copyrighted material, including circumventing copyright protection.
- Unauthorized sales of branded or designer products, music, movies, software, or other licensed content.
- Services for writing academic papers and similar services that facilitate academic dishonesty.
6. Violence, Cruelty, and Exploitation

- Depictions of violence and cruelty, including:
- Graphic scenes with blood, severe injuries, or death.

- Sale or transfer of government documents, IDs, licenses.
9. Transportation and Postal Regulations Violations
- Items Related to Transit and Delivery:
- Bags used by the U.S. Postal Service (USPS) to deliver mail and other items related to transit and delivery.
10. Unfair Business Practices

- Products and services related to timeshares, including management and maintenance.

Restricted Benefits
Offers may include benefits related to the following, but require additional review, approval, and verification for compliance with legal and regulatory requirements:
1. Sale of Alcohol
- The sale of alcohol as a primary product (e.g., liquor stores, bars, breweries, wineries) must comply with legal requirements and have the necessary licenses to sell alcoholic products.
2. Veterinary Services
- Veterinary services must have the appropriate licenses confirming the right to conduct such activities and comply with all applicable regulatory requirements.
3. Charity and Crowdfunding
- Registered charities and lawful crowdfunding campaigns require verification of legal registration and alignment of stated goals with actual activities.
4. Environmental Impact
- Offers that may have a significant impact on the environment must comply with established environmental norms and standards and undergo additional verification for compliance with these requirements.
5. Educational Services
- Educational programs and courses, including online learning and certification, require verification for compliance with quality standards and accreditation, if necessary.
- Online learning platforms must comply with student data privacy rules.
6. Human Rights and Political Content
- Offers related to human rights activities or political engagement require additional verification for compliance with legal norms, including adherence to free speech laws and the prevention of hate speech.
- Services supporting civil rights and liberties must be thoroughly vetted for compliance with ethical standards and legal requirements.
